2nd APTET held successfully
ITANAGAR, Dec 8: In accordance with the provision of Section 23(1) of RTE Act 2009,
the NCTE has laid down the minimum qualification for a person to be eligible for
appointment as a teacher in Class-
Accordingly, the second State level Teacher Eligibility Test was conducted today
in which 1424 candidates registered for appearing in the said test at two different
centers -
The Director APTET and Director, Elementary Education Itanagar Bodong Yirang along with Magistrate, observer, Centre Superintendent, officers/officials and police personnel were engaged to accomplish the time bound task of conducting Second APTET 2013 as per schedule date and time.
The examination was successfully conducted in two shifts morning and evening.
It is worth mentioning that first TET was conducted successfully in the state on
October 28th last year and 64 TET qualified candidates were posted in SSA-
AUEA office inaugurated
ITANAGAR, Dec 08: The office of Arunachal Unemployed Engineers' Association (AUEA) was inaugurated here today by the managing director of Hydro Power Development Corporation, Arunachal Pradesh Limited (HPDCAPL) Toko Onuj as chief guest.

Social service by differently abled persons
ITANAGAR, Dec 8: The member of All Arunachal Pradesh Deaf and Dumb Welfare Society conducted a social service to mark the International Day for Differently Abled on December 6. Around 25 members of the Society under the guidance of R K Mission Swamiji P Maharaj and Society’s adviser Achu Bagang cleaned the staff and nursing school campus of R K MH and also cleaned the drain. The Society also assured to donate blood voluntarily to needy patients when required.

Meanwhile, stunned by the drubbing in assembly polls, top leadership of the Congress on Sunday pledged "deep introspection" with a view to "transform" the party to rectify its mistakes ahead of 2014 Lok Sabha elections.
Stating that the party was "very very disappointed" with the results, its president Sonia Gandhi, however, suggested that this outcome would have no bearing on the Lok Sabha polls since "general elections are quite different".
"We will introspect seriously and we will take all necessary actions to rectify our mistakes or our way of functioning," she told reporters at the AICC headquarters in New Delhi soon after it became clear that the Congress had done badly in the current round of assembly polls.
Asked whether the Congress party would name its prime ministerial candidate against BJP's Narendra Modi, Gandhi said "people need not worry as, at an opportune time, the name of the prime ministerial candidate" will be announced.
Initially, she appeared reluctant to give an answer when asked whether Rahul Gandhi would be named as the prime ministerial candidate. "We will make a statement. The party has to decide. The party will decide at the opportune time," she said.
Appearing before the media along with his mother, party vice president Rahul Gandhi said Congress has to transform itself to stand up. "We have to move to a new paradigm and give serious space to the common masses," he said. He said through the elections, "people have given us a message, which we have heard."
Asked whether these results would have a bearing on the next Lok Sabha polls, Sonia Gandhi said: "General elections are quite different. People in state elections do focus on personality at the state level, at leaders who are likely to lead them." However, in national elections "people look at the person who is likely to guide them and govern them at the national level. The issues will be slightly different because at the state level, the issues are localized. At the national level, there are national issues," said the Congress chief.
"It goes without saying that we are very very disappointed at the results but we accept the verdict of the people with all humility. We congratulate our opponents for winning the elections," she said.
"We have to look into the way we took or did not take our message to the people and also we have to look at the way our own party is equipped or not so equipped in running an election," said Sonia Gandhi. Briefly analyzing the causes of the drubbing, she said, "Of course, there will be a number of reasons for these defeats. I know many were complaining, people were unhappy. Otherwise, they would not have given such a result." Listing some of the reasons, she said, "Perhaps, price rise was also an issue. It was affecting people."
Asked about the spectacular performance of Aam Aadmi Party (AAP) in Delhi, Rahul Gandhi said both the major parties, Congress and BJP, had thought about politics in a traditional way. "I think, we need to consider thinking in terms of empowering the people which I have been saying within the party. I'm going to make this a central issue," said the Congress vice president. PTI

ITANAGAR, Dec 8: In view of the growing flood and erosion disasters impacted by climate change in the interstate rivers of Assam and Arunachal, experts from the region are of view that a collaborative initiative between the two states is essential to study the water induced hazards from the basin management perspectives.
To promote such idea and to forge scientific cooperation between the two states, a consultation workshop on Integrated river basin management for mitigation of flood and erosion disasters: Perspectives in the context of climate change' is being organised by Aaranyak in collaboration with the Arunachal Citizens' Rights here on December 09, 2013. The workshop supported by India Water Partnership (New Delhi) and International Centre for Integrated Mountain Development (ICIMOD), Kathmandu aims to create a platform for dialogue on cooperation for river management with special emphasis on mitigation of flood and erosion disasters between the Government agencies, civil society and community organizations of the Assam and Arunachal.
Experts from IIT Guwahati, national level NGOs, representatives from local civil societies, activists and media professionals are expected to take part in the day long brainstorming session.

APHPM & PB sign mou on kiwi wine
ITANAGAR, Dec 8: Under the constant effort and guidance of Horticulture Minister Setong Sena, a Memorandum of Understanding (MoU) was signed between Arunachal Pradesh Horticultural Produce Marketing and Processing Board (APHPM & PB) and Hill Crest Foods and Beverages, Pvt. Ltd. Pune, Maharashtra, in presence of Hage Kojeen, Commissioner Horticulture, Govt. of Arunachal Pradesh here on Dec 6.
Speaking on the occasion Tage Tatung, Managing Director, APHPM &PB said that the unmarketable sizes of Kiwi fruits from Arunachal Pradesh will be sent to Rhythm winery of Hill Crest Foods and Beverages Pvt. Ltd. Pune for manufacturing of kiwi Wine, initially on a pilot project to produce 5000 liters of kiwi wine. If the project is successful, Kiwi Wine manufacturing unit will be set up in Arunachal Pradesh for which huge quantity of Kiwi fruits will be required. So, more area is to be brought under kiwi cultivation to feed the unit and to meet the market demand. Akalpit Arvind Prabhune, Managing Director, Hill Crest Foods and Beverages, Pvt. Vanishing Tuskers of Arunachal Pradesh

As a kid visiting my grandparents place during the school vacations, one scene I remember seeing repeatedly is of a procession of elephants being led into the house compound by mahouts and with it starting a hustle and bustle of activity. We children were warned to keep away and made to watch from the kitchen window while the elephants were given their bath with hot water boiled with wild fern and being fed a special diet of banana stem wrapped with cooked husked rice and salt, while my grandfather sat supervising the task. What we watched with fascination was a common sight and a routine occurrence in villages years ago, where every other household owned an elephant. But they are just distant memories now. The majestic elephants that roamed around in the jungles started vanishing with the encroachment of their territory by us and even the domesticated elephants that I remember seeing are slowly vanishing.

Elephants were part and parcel of daily life in the earlier days before development in the form of roads and modern machinery came to the place. The elephant's ability to work under instruction makes them particularly useful for carrying heavy objects. They were used for transportation in the thick jungles, used in the timber trade for moving heavy loads and even agriculture. In the heyday of the Timber trade elephants were the most prized possession because of their ability to penetrate the dense jungles without any need for roads, and to pull heavy loads to accessible camp sites.
The Khampti people have a history of being expert elephant capturers. The older generation has memories and stories of capturing elephants. The common method was of organising 'Mela shikar', in which people would go to the jungles in search of elephants to capture. On sighting elephants, desired elephants of the right age to be trained would be marked, given chase by people riding on domesticated elephants, cornered and captured. One other method was of herding the elephants towards a pre constructed enclosure and then young ones being selected for training and use.
The domesticated elephants were taken good care of with a mahout assigned for each elephant, special diet given alongside their foraging for food and their other needs met with. A part and parcel of village life in the days gone by was for the owner/ mahout to go 'in search' of the elephants which were left 'to roam' in the forest, albeit tied up, when they were not in use. They would be brought to the village, taken care of and then taken back to the forest to spend their leisure time.
But with the ban of the timber trade by the Supreme Court, the necessity of the elephant's might has lessened and so the number of people willing to keep domesticated elephants has lessened too. Most families, who could afford to keep elephants kept them. But with the waning of their use, their upkeep has become expensive and so they are sold and modern machinery that does similar work is preferred. Now a days the number of elephant sightings, domesticated and wild, has lessened to a great extent. One reason for it is their vanishing habitat due to human encroachment of their territories. To fulfil the needs of the growing population we have cleared forests for settlement and for agricultural activities. And so the problem of human elephant conflict with regards to territory arose.
An instance of this conflict in my memory is of the warnings of possible wild elephant sighting/attack in the boarding school that I attended. The school was located in the hills and in the isolation of the jungles, about 10 kilometres away from the nearest village. I remember the excitement and fear that we felt at night and the disappointment of nothing happening except for a slight disturbance to the wild banana plants at the perimeter of the school fence. In hindsight now I feel that they were not the outsiders/ encroachers of our territory, but we of theirs. Another instance of the conflict/ human cruelty that I remember is of an incident where a 'mad' elephant was shot dead. We had heard of the elephant being shot dead and went to see the carcass. But on reaching the spot we saw that the trunk was missing and people were hacking away the legs with axes. This indignity to the mighty creature was a shocking sight for us and a proof of the theory of 'survival of the fittest', we with our lethal guns on one side and the mighty creature with its bulk on the other. This constant reminder that there was a conflict of territory between the humans and elephants was a proof of their close existence with us. But such instances are getting fewer and far between, because of their decreasing numbers.
In a country where the army of an emperor comprised of thousands of elephants in the past, now the number has diminished to about 28000 wild elephants in the whole country. The Asian elephant, now an endangered species needs to be conserved and their numbers increased. Elephants roam around over a large area and so conserving their habitat would mean conserving a large species of flora and fauna. Elephants are regarded as an umbrella species because their conservation will also protect a large number of other species occupying the same area.
AICU to continue its dedicated service for laities

S R Shende in his concluding address said the sum total of the educational thoughts and vision of Swami Vivekananda is providing the pupil the platform to develop and manifest 'from within' which has been universally acknowledged and widely adopted by several educational movements. Throwing light on the teachings of Swami Vivekananda on universal brotherhood, Shende recalled that this thought alone attracted him to come and serve in Arunachal Pradesh on the early 1960 when the then NEFA was in the headlines for the Chinese aggression and its aftermaths.
Shende stated that the more we accept and adopt Swamiji's educational thoughts, the faster the nation will develop from within and the better our people in live in the country in peace.

Environmental awareness campaign
TAWANG, Dec 8: The Environmental Protection Society (EPS) today carried out an awareness campaign at Lhou village, Tawang on "Forest and wildlife" under the banner of CAMPA, department of Forest and Environment, Arunachal Pradesh. Hundreds of Villagers turned up for the campaign despite being a Sunday. The crowd were addressed by various guests namely Toriq Thomas, ADC Tawang, PP Vahule, DFO Tawang, Pema Norbu Thungdok, DSP Tawang and Rinchin Norbu, Secretary of Vivekananda Yuva Morcha Arunachal.
The programme began with a short video clip presentation on awareness and this was followed by the speech of Jambey Dondu, President EPS. He emphasized on the importance of preservation of forest and also briefed the crowd about global warming, water and soil pollution.
PP Vahule, DFO Tawang talked about the importance of the substitutes for trees for the purpose of using them as a firewood. He talked about the possibility of using Pine Briquette as a very favourable substitute to fire wood. Toriq Thomas ADC Tawang emphasized that we all should try to implement the things that was talked about in practical.
Pema Norbu Thungdok, DSP Tawang talked about the importance of wildlife and forest at large, he talked about how everything his related to each other and how an imbalance in the chain could cause an adverse harm to the whole environment.
Rinchin Norbu, Secretary of Vivekananda Yuva Morcha talked about the adverse effects of using plastics and how it harms the environment therefore requested the people to minimize the use of plastics and thereby saving the environment. He also talked about the importance of wildlife and how everything is interrelated to each other.

ZIRO, Dec 08: First "Kalyan Kumar Sonowal Memorial District Level Badminton Tournament-
Attending the valedictory function as chief guest, district Zilla Chairperson Hage Kobing has expressed his satisfaction of conducting the tournament which ended very successfully and also expressed his desire to join the organizing committee next year. He thanked organizing committee for inviting him to valedictory function to share the fruit of success.
Lower Subansiri deputy commissioner Marnya Ete who is also the chief patron of the tournament in his speech said that objective of organizing tournament is to tape the budding talents of youth and also to send the winners of the tournament to the state level tournament.
Earlier, Onya Gyati was felicitated by the ZBA for having outstanding record in the field of badminton. She has brought laurels for the state many a time.
A 'Souvenir' published by ZBA was also released during the function.
Dr. Tage Kano and Tutul Goswami, the organizing secretary and Asst. secretary respectively and Amal Sonowal wife of Lt. Kalyan Kumar Sonowal also spoke in the function.
By winning in four categories of the events, Kalung Takhi became hero of the tournament.

Difference between photo and real development
Chief Minister Nabam Tuki yesterday laid the foundation stone for construction of

However the big question, what happens after the laying of foundation stone? Does the same dignitaries whether chief minister, minister or anyone bothers to revisit the project site where they lay down the foundation stone? Many of these projects get shelved in between and never see the day. The fund meant for the project gets misused and no one bothers. In some instance it has been observed that even after laying of foundation stone, the project never took off. The foundation stone for green field airport at Karsingsa was laid down by former home minister Shivraj Patel years ago but work did not started. Instead since then green field airport has been shifted from Karsingsa to Hollongi. Just laying of foundation stone of projects is not sign of progress; the real development will be when these projects are completed on time under watchful eyes of concern authorities.

Let us know about medal winners

As the 64th Republic Day (2014) is approaching, the state Govt must be busy for preparing long list for awarding of medals and commendation certificates to some dedicated and sincere govt employees of different field. The State Govt, used to publish the name of XYZ in newspapers without mentioning his or her extraordinary service rendered to the society. Due to this the common public don't care and forget the award recipient so easily because they do not know how and why Mr. XYZ has been given Gold or Silver Medals. It is not a matter of joke to choose only 20 to 25 employees for this particular award out of thousands of employees. As such many people including govt, employees and common man do not know the system and rules for nomination and selection of candidates and its procedures for this award. Obviously the following questions arises in the mind of the people.
1. What are the minimum criteria for this award?
2. Who has the authority to nominate the candidate and how he or she collect the list and from whom? How much time it take in the process?
3. Is there any hard and fast rules in the process of nomination?
4. Who are the committee or member to recommend the candidate?
5. Who constitute the member of jury for final selection?
6. Who are the right persons to be the member of final jury?
7. Is there any special privileges and facility for award recipient besides reorganization with Medals?
So far it has been observed that this state award which Govt. annually gives to individual
for his / her extraordinary service during Republic Day and Independence Day is only
confined to few departments namely police, education, engineering & GA if I am not
wrong. Previous records reveals that the some dedicates employees of important department
like Agri -
Therefore, it would be highly appreciable if the authority concern make aware of rules and procedure for this award in detail to the public, so that, people can understand the value and meaning of this prestigious award and also award recipient can be given a due respect as they deserves.

Management student being neglected
Dear Editor,
This is with reference to advertisement No.PSC-
It has also been mentioned that the candidates applying for the post of Research
Officer must have completed their post-
1. Economics
2. Commerce
3. Statistics
4. Mathematics and
5. Geography.
By considering the above mentioned degrees in concern subjects for the selection in both the posts of Research Officer and Research Assistant, why management degree holder’s splendid candidates are not eligible for the concern mentioned post???
Where management as a subject itself deals with all the subjects required for the above mention posts except geography. More interestingly and paradoxically commerce and management both are directly proportional to each other.
So, on what ground management candidates/aspirants are not made eligible for both the posts?
On the other hand management strictly incorporates with the study of Economics, Finance, Statistics and Mathematics, Marketing, Human Resource Management and Human Resource Development, Information Technology and psychology etc which is most essential and fundamental requirement for each and every department whether private sector or Government sector to meet organizational/departmental set targets as well as the missions and the visions effectively and efficiently.
Even then management candidates are always being abysmally retrenched for applying from various posts not only from the mentioned department but also from many other departments where management could have easily be made applicable.
These kind of conspiracy abashes the aspirants and make more perplex and ablaze the candidates. Therefore I exhort and earnestly request the APPSC authorities, Planning Minister, Parliamentary secretary, Secretary Planning and apex students body AAPSU to give thorough look into the said matter with keen interest without any abeyance/impediment and find out the best remedy for the real matter within a short period of time without delay keeping in mind the future of the aspirants.
